Sierra Vista City Council OKs impact fee plan

SIERRA VISTA — Development fees are coming to town, effective July 1, after a unanimous City Council vote Thursday. The approval comes after almost a year of discussion about the issue, which in recent months saw more comments and suggestions from the business community.

SACA Executive Director Tom Heckendorn said he is surprised the city did a good job with the process of working out the development fee schedule, and he was surprised the city listened to as many people and made as many modifications as it did.

“There were a lot of things that weren't there when it started,” Heckendorn said. “It was much better than I expected.”

Assistant City Manager Mary Jacobs said building site plans submitted before July 1 will not be assessed with the new fees.

“If you're concerned about how this money is going to be spent, we have an annual requirement to send this information up to the state,” Councilwoman Hank Huisking said. “The ordinance does what we originally wanted it to, which was to allow new development to pay for itself,” Huisking said.
