BIO
Mr. Portouw earned a Bachelor of Science Degree in Atmospheric Science from Oregon State University. He was commissioned from ROTC as a Reserve Infantry Officer and a year later as a Regular Army Military Intelligence Officer. He is a graduate of the Post Graduate Intelligence Program at the Defense Intelligence College (now the National Intelligence University) where he earned a Master of Science Degree in Strategic Intelligence. He is also a graduate of the Army War College at Carlisle Barracks, PA with a master’s degree in Strategic Studies. His military certifications include strategic imagery, space operations and joint specialty officer.
He currently has his own consulting practice and works for a Native Hawaiian 8a company, Dawson, LLC. He previously was the National Security Client Executive for Unisys, Federal. His last government job was as the Deputy G2, Network Enterprise Technology Command (NETCOM) at Fort Huachuca, AZ. He was previously employed by the largest non-profit, charitable foundation in the United States, Battelle Memorial Institute as a Senior Intelligence, Surveillance, and Reconnaissance Research Scientist. He retired from active duty in 2006 after 26 years of service. Colonel Portouw’s last military assignment was as the Senior Intelligence Officer (G2), Third US Army, US Army Central Command, and Combined Forces Coalition Command in Atlanta, GA and Camp Arifjan, Kuwait.
He previously served as an appointee by the Governor of Arizona to the Upper San Pedro Water District Organizing Board, and as an ex-officio board member of the Apache Heritage Foundation and as a board member for the Arizona Veteran’s charity, Boots for OUR Troops. He is also an officer of the local Experimental Aircraft Association chapter; is an active Young Eagles pilot introducing children to aviation; and is a board member web master for the Sierra Vista Aero Association.
