Biographies Douglas City Attorney Juan Pablo Flores, Esq. has been serving as Douglas City Attorney since 2008 and is also engaged in private practice offering a diversity of legal services. Mr. Flores is an attorney with more than twenty five (25) years of legal experience and a strong background in municipal, government, real estate, corporate and general law. The general law strengths include family, criminal and personal injury law. Legal experience includes significant criminal felony defense work and a diverse civil practice to include corporate and contract matters. The latest experience involves handling and litigating diverse municipal law matters to include taxes, zoning, elections, public housing, bond and finance matters as well as the day-to-day general municipal law matters that arise in representing a small to medium sized city like Douglas. Economic/Community Development Director, City of Douglas David Carranza was appointed in his current position almost 18 months ago and his passion for helping Douglas flourish has only increased. Mr. Carranza is a self-motivated individual with over fifteen years of senior level management expertise in operations, marketing and new business development. With experience also as entrepreneur and most recently as Economic Development Director with the City of South Tucson, Mr. Carranza believes that, by bringing the business community together through leadership and collaboration and an eye on budgeting and implementation of strategic action, Douglas can achieve goals that benefit its stakeholders and Cochise County.
